Outsourcing in the Philippines: BPO, Agency, EOR, or Direct Hire?
Outsourcing in the Philippines: BPO, Agency, EOR, or Direct Hire?

Quick answer: Outsourcing in the Philippines works best when you choose the model before the vendor. BPO vendors sell staffed seats and service levels for high-volume work such as call queues. Staffing agencies and employers of record place a dedicated person you direct. Direct contractors and freelance marketplaces cost less but leave screening, payment, and classification with you. Your costs and schedule also depend on Philippine labor requirements, the 12- to 18-hour time difference, and seasonal disruptions. Stellar Staff is one agency option, with talent primarily from the Philippines.

Why Do U.S. Companies Outsource to the Philippines?

Three reasons come up most: a large workforce, wide use of English, and an industry built to serve U.S. clients. Business process outsourcing in the Philippines is part of a larger IT and business process management (IT-BPM) industry that earned more than $40 billion in export revenue in 2025 and employed about 1.9 million people, up from 1.82 million in 2024, according to IT and Business Process Association of the Philippines (IBPAP) figures reported by The Philippine Star in January 2026. English is one of the country's two official languages under Article XIV, Section 7 of the 1987 Constitution, and the Philippines ranked 28th in the EF English Proficiency Index 2025, with a score of 569 against a global average of 488. Cost alone is a weak reason to pick a country.

In our sales calls, buyers usually ask about U.S. hours, accents, and who the legal employer is. This guide covers hours and the employer question at the company level. For hiring one assistant, see our guide to hiring a virtual assistant in the Philippines.

What Are the Main Ways to Outsource Work to the Philippines?

There are five common models, and they differ mainly in who employs the worker and who directs the work each day. A BPO vendor employs a team at its own sites and sells you a result, such as calls answered within an agreed time. A staffing agency recruits a dedicated person for you, handles payroll and HR, and leaves the daily direction to you. An employer of record (EOR) becomes the legal employer of someone you have already chosen. A direct hire means you contract with an individual yourself, usually as an independent contractor. A freelance marketplace works the same way, with a platform such as Upwork in the middle to process payments. Large companies sometimes open their own entity, a captive center, which rarely pays off for a few roles.

For the marketplace route, see Stellar Staff vs Upwork. If you haven't decided to send the work outside the company yet, start with insourcing vs. outsourcing.

Which Work Fits a BPO Vendor, and Which Fits a Dedicated Hire?

Match the model to the shape of the work. A BPO vendor fits high-volume, repeatable tasks where the result matters more than who does it: inbound customer calls, chat queues, claims processing, or coverage around the clock. The vendor can spread volume across a team, cover sick days, and add seats in busy months. A dedicated hire through an agency, an EOR, or a direct contract fits work that depends on knowing your business: an executive's inbox, your CRM, your QuickBooks file, or follow-up with your leads. That person learns your preferences and builds on them week after week. One test helps. Would you be comfortable with a different person handling the task tomorrow? If yes, a shared team can work. If no, you want a named person you direct.

Who Is the Legal Employer Under Each Model?

Your arrangement determines who is responsible for Philippine employer duties such as 13th month pay and holiday pay. With a BPO vendor, the vendor employs its staff and you buy a service. With an EOR, the EOR is the legal employer by design, while you direct the work. Staffing agencies set this up in different ways, so ask any agency to state in writing who employs the worker, who pays them, and which employer costs your price includes. With a direct hire or a marketplace freelancer, there is usually no Philippine employer at all, because you contract with an individual. That costs less, but if you control the person's hours, tools, and methods closely, the line between contractor and employee can blur.

Under every model, you still control system access and remain responsible for U.S. requirements that apply to your customers' data. Our guide on how to hire a virtual assistant covers contractor basics; for a full-time direct arrangement, ask a Philippine labor lawyer.

Which Philippine Labor Rules Show Up in Your Price or Schedule?

If the worker is a Philippine employee of a BPO vendor, an agency, or an EOR, several labor rules raise the employer's cost or shape the schedule, and those costs reach you through the price. The biggest for U.S.-facing work is the night shift differential. Under Article 86 of the Labor Code, employees earn at least 10% more for each hour worked between 10 p.m. and 6 a.m., which covers most U.S. daytime shifts. Employers also owe 13th month pay of at least one-twelfth of the basic salary earned in the year, paid by December 24, plus overtime premiums, holiday pay, and social security contributions. A quote far below the others may leave some of these out, so ask what the price includes.

RuleWhat it requiresWhere you see it
Night shift differentialAt least 10% of the regular wage per hour from 10 p.m. to 6 a.m. (Labor Code, Art. 86)Any employee on U.S. hours
13th month payFor rank-and-file employees, at least one-twelfth of basic salary earned in the year, paid by December 24 (PD 851; Labor Advisory No. 16, s. 2025)In the monthly price or a December bill
OvertimeRegular wage plus at least 25% beyond eight hours a day (Art. 87)Extra hours beyond the agreed shift
Regular holidaysPaid when not worked in most establishments, twice the regular rate when worked (Art. 94); 10 in 2026 under Proclamation No. 1006Higher cost, or the person is off
Special non-working daysAn extra 30% for the first eight hours when worked (DOLE Labor Advisory No. 18, s. 2026); 8 listed for 2026 in Proclamation No. 1006More dates to plan around
Service incentive leaveFive paid days a year after one year of service, unless better leave is given (Art. 95)Planned days off
Minimum wage₱755 a day for non-agriculture workers in Metro Manila under Wage Order No. NCR-28, effective September 26, 2026 (NWPC); other regions differMinimum employee pay
Social Security SystemA 15% contribution rate since January 2025, shared by employer and employee (SSS)Monthly employer cost

Holiday dates for the rest of 2026, and how 13th month pay applies to direct contractors, are in our Philippines hiring guide.

How Many Working Hours Overlap Between Manila and Your U.S. Time Zone?

Almost none, if the outsourced team works a normal Manila day. The Philippines runs on Philippine Time, UTC+8, with no daylight saving time. The U.S. observes daylight saving time from March 8 to November 1 in 2026, according to NIST, so Manila sits 12 to 18 hours ahead depending on the zone and the season. A 9 a.m. to 6 p.m. Manila day shift overlaps with a U.S. workday only in Alaska and Hawaii, and only for one or two hours. That is why nearly all U.S.-facing outsourcing in the Philippines runs on a Manila night shift. That brings the night shift differential, harder retention, and a schedule change when U.S. clocks move. The table uses U.S. standard time, which starts November 1, 2026.

U.S. time zoneManila ahead, Nov to MarManila ahead, Mar to NovYour 9 a.m. to 5 p.m. in Manila (Nov to Mar)Overlap with a Manila day shift

In winter, an Eastern 9 a.m. to 5 p.m. shift falls entirely inside the night differential window. Put the shift, its time zone, and the plan for clock changes in the contract.

What Does Philippine Privacy Law Require From Your Vendor?

The Data Privacy Act of 2012 (Republic Act No. 10173) is enforced by the National Privacy Commission and covers organizations that process personal data in the Philippines. It requires reasonable and appropriate organizational, physical, and technical security measures. Its implementing rules add a data protection officer, a written contract for outsourced processing, and notice to the Commission within 72 hours of learning of a notifiable breach. One detail matters for U.S. buyers: the Act excludes personal information collected from residents of other countries under those countries' laws and then processed in the Philippines. So your U.S. obligations follow your customers' data overseas, and the vendor's duties under Philippine law do not replace them. Ask any vendor for its privacy policy, the name of its data protection officer, and its breach procedure.

The rules also list what an outsourcing contract should cover: the subject, duration, and purpose of processing, the types of data, where processing happens, processing only on your documented instructions, confidentiality, and audits. Use that list as your checklist.

How Should You Plan for Typhoons, Outages, and Other Disruptions?

Plan for weather as a normal part of the year. PAGASA, the national weather agency, reports an average of 20 tropical cyclones in the Philippine area of responsibility each year, with about 8 or 9 crossing the country, and a peak from July through October. Policy can shift quickly too. In 2026 the government declared a national energy emergency under Executive Order No. 110, and in April the Fiscal Incentives Review Board let investment promotion agencies approve temporary work from home for up to 90% of the workforce of registered ecozone businesses, according to the Department of Finance. Neither is a reason to avoid outsourcing to the Philippines, but both are reasons to ask how a provider keeps working when power or internet fails.

  • BPO vendor. How many sites do you run, and how is data protected if agents switch to working from home?
  • Dedicated hire. What backup power and second internet connection does the person have? Our Philippines hiring guide lists the questions.
  • Every model. Who covers urgent work during an outage, and how is lost time handled on the invoice?

How Do You Outsource to the Philippines, Step by Step?

Start with the work, not the vendor list. First, write down the tasks, the weekly volume, the hours they must happen, and the data involved. Second, choose the model that fits: a vendor for queues and volume, a dedicated person for work that depends on context. Third, shortlist two or three providers within that model and ask each who employs the worker, what the price includes, and what happens if the fit is wrong. Fourth, run a short trial with clear measures, such as response time or error rate. Fifth, put the schedule, holiday coverage, data rules, outage plan, and notice period in writing. Before you sign with any outsourcing company in the Philippines, read the termination terms as carefully as the price, because long minimum terms and unclear replacement rules can cost more than a higher monthly rate.

Where Does an Agency Like Stellar Staff Fit?

Stellar Staff is a staffing agency, so it belongs in the dedicated-hire part of the first table, not the BPO part. You get one full-time person rather than a share of a team. Talent comes primarily from the Philippines. Stellar handles recruiting, payroll, HR, tracking, and replacements, and you direct the hire's daily work. Plans are full-time at 160 hours a month: Pro at $1,999 a month, about $12.50 an hour, and Executive at $2,999 a month. Both are month to month with no long-term contract, and you can cancel with 14 days' notice. A bilingual hire adds $200 a month. You interview 2 to 3 finalists and pick one, and the search takes 5 to 10 business days. Replacements are free, forever, on managed plans.

Stellar Staff reviews thousands of applicants a month and accepts the top 0.1%. Vetting includes a 6-step application and 6 individual tests, English verification (written and spoken), reference checks, an equipment check, professional interviews and skill assessments, internal QA, and background checks. Stellar has placed 1,000+ remote hires since 2022 and is the #2 VA agency on Clutch. It is not for every case: a 40-seat queue is better suited to a BPO vendor, a two-week project to a marketplace, and Stellar Staff only offers full-time roles.

Short Answers on Philippine Outsourcing Models, Costs, and Data

Why outsource to the Philippines instead of another country?

The main reasons are scale, English, and experience with U.S. clients. The industry employed about 1.9 million people in 2025, per IBPAP figures, and English is an official language. The trade-off is the time gap, since U.S. daytime work means a Manila night shift.

What does BPO mean in the Philippines?

BPO stands for business process outsourcing. In the Philippines it usually means companies that run call centers and back office operations for foreign clients. The industry body, IBPAP, uses the broader term IT-BPM. A BPO sells you a service level, while an agency or EOR gives you a dedicated person you direct.

How does outsourcing data entry to the Philippines work?

You define the records, source documents, fields, and accuracy standard, then choose a model. Large one-time projects often go to a BPO vendor priced per record or per hour. Ongoing entry in your own systems, such as invoices or CRM updates, often suits a dedicated assistant. Either way, limit access to the fields needed and spot-check a sample of records each week.

How do I compare outsourcing companies in the Philippines?

Compare within one model at a time. Ask each provider who employs the worker, what the price includes, how candidates are vetted, what happens if a hire leaves, how long the minimum term is, and how data and outages are handled. Get the answers in writing.

Is call center outsourcing in the Philippines a fit for low call volume?

Often not through a large BPO, which may set minimum seat counts or route your calls to shared agents who don't know your business. If calls are steady but modest and customers should hear the same person, a dedicated customer service representative is usually a better match.

How much does it cost to outsource one full-time role to the Philippines?

It depends on the model. Through Stellar Staff, a full-time Pro hire costs $1,999 a month for 160 hours, about $12.50 an hour, and Executive costs $2,999 a month, month to month with 14 days' notice. Stellar handles recruiting, payroll, HR, tracking, and replacements. For other models and countries, see our guide to virtual assistant costs.

Choose an Outsourcing Model That Fits the Work

Decisions about outsourcing to the Philippines often go wrong when buyers compare vendors before deciding what type of support they need. High-volume work with defined service levels usually fits a BPO. Work that depends on knowing your business usually fits a dedicated person hired through an agency, an EOR, or a direct contract. Either way, confirm who the employer is and what the price includes.

Outsourcing is not the right answer for every role. Keep work in the U.S. if it needs someone on site, requires a U.S. license, or involves data your contracts or regulators say must stay in the country. If you need only a few hours a month, a freelancer or hourly service will cost less.

If a dedicated, full-time hire fits the work, compare Stellar Staff's plans or book a call to start a search.
